How does inadequate leadership contribute to the spread of fear?

My recent study revealed that 23% of UK leaders are leading with fear, I discussed this with HR Zone in the UK. Inadequate leadership practices and poor communication from superiors can cause uncertainty and fear. Fear may take hold as a result of judgement.
